About Carlos Javier

Carlos Javier Torres serves as Director of Policy and Strategic Partnerships at the Hispanic and Immigrant Center of Alabama (¡HICA!). He previously held the position of director of programs for three years at ¡HICA! For over a decade, he served at the Jefferson County Department of Health in Alabama, tackling health disparities and advancing community wellness. He then ventured into philanthropy as Senior Program Officer at the Community Foundation of Greater Birmingham and later supported the 2020 Census as Hispanic Statewide Partnership Specialist, ensuring that communities were counted and resourced. Carlos Javier holds a bachelor’s degree in biology from the University of Puerto Rico, and a Master of Science in Molecular Physiology and Biophysics from Vanderbilt University. He dreams of retiring into a second, third, or fourth career as a heavy machinery operator or semi-truck driver.
