Policy As Code

This project recommends that the US Department of Labor issue guidance as “code” – directly implementable logic – rather than as text language that is open to divergent interpretations, for example, as clear “if…then” statements. This “Policy as Code” approach would help close the gap between legislation and implementation, especially at a time when there is an unprecedented surge in state unemployment insurance claims during the COVID-19 crisis.
